Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

Go to http://localhost:3000/vc/water/settings/membership with normal registered user - Membership and other data is visible

Expected behavior "Restricted" page should be displayed.
