Description

As a developer interacting with a CT server, I want to be able to populate user test data into the server without having to get direct database access so that I can via the api update the data within the server.

Acceptance criteria

[ ] Test data files for loading users and associated user groups (3 of each), in json format
[ ] cli program able to use the graphql api to load the test data files and submit a set of mutations
