Description

As a devops manager I want a separate AAD instance for developers to work against so that the root AAD instance is only for managing the whole infrastructure

Acceptance criteria

[x] Playground AAD instance that is accessible to all developers
[x] All developers to have high level of privilidges - to be decided exactly what and where they have access
