Description

As a deployer of CT I want to be able to monitor the operations of a CT environment

Acceptance criteria

[ ] New "operational-mgmt.md" file in Infrastructure repo that details out the operational infrastructure support in the CT platform
[ ] Ensure that dev team members are able to access both elastic and sentry environments that are hooked up to the dev environment
