Action to publish NPM packages on the client-lib and populator repos

Description

As a CT Engineering Manager I want to be able to deploy npm packages based on github roles from github so that deployment of npm packages is seamless.

Acceptance criteria

• [ ] There is a github deploy action for client-lib that publishes the package to npm on the tagging of a release
• [ ] There is a github deploy action for populator that publishes the package to npm on the tagging of a release
• [ ] Repositorities (lib, populator) updated to add needed environment variables etc.
