Add simple auth to the dev / test infrastructure #93

Description

As a developer I want to have a choice of auth providers So that I can login with simple auth / AAD (or others in the future).

Acceptance criteria

[ ] Simple Auth Provider service is added to dev.cherrytwist.org
[ ] config maps are updated with the simple auth endpoints
[ ] configure traefik so the login endpoint is reachable from the client

Additional Context

Configurations are updated in Infra and Ops repos but test k8s cluster is suspended at the moment (not being used)
