Description

As a admin I want to be on the latest version of Matrix before we start building further on it

Acceptance criteria

[ ] Update to matrix-js-sdk 25.0.0
[ ] Identify gaps + verify existing usage still works

Spike: a day

Additional Context

Matrix has historically not had good TS support; it may well be that with more recent versions that this has been improved

@alstojanovic I have started explore this - good to talk you through it early next week. Far from trivial, as we also need to upgrade synapse server with it...
