add api for get/add/update/delete organizations #10

all api starts with /api

POST /api/organization - add new organization;
GET /api/organization - view all organizations;
GET /api/organization/{organizationGuid} - view organization;
PATCH /api/organization/{organizationGuid} - update organization;
DELETE /api/organization/{organizationGuid} - delete organization and all it's vacancies;

Consume: json; Produce: json;

no need, just add mechanism on delete vacancy to check if organization have any other ones and if not delete it too; - open other issue as a bug, and closing this one as won't do
