v1.2.8 and higher: Consumes attribute bug #29

~~it seams that asp.net core v2.2.2 fixed consumed bug for linux, but not for windows~~ appveyor haven't got images working with runtime v2.2.2 see windows appveyor build logs

v1.2.7 is still valid

seems like appveyor issue only - dotnet version is 2.1.103 not 2.1.104
