Minor UI fixes to Test Center Pages #436

remove drop shadow from blue bar
line height for title needs to be minimized
drop shadow on top card needs to match mock
Decrease border radius of cards to match mock
Increase font weight on Test Center Name
Add more padding above CTAs
Add more padding to the card edges so the content isn't that close to the edges
Blue background needs to be lower in relation to the top card matching the mock
