Deprecate and disable old api (v1), it will be removed in near future

This task leads us to another task, which is refactoring API test files..

• dnsaas/api/v2/tests.py
• powerdns/tests/test_ownership.py
• powerdns/tests/test_permissions.py

The cheapest case is to keep it as is.. . The ideal is refactor those files (at least moving the last 2 to dnsaas/api/v2/tests?)

+1, but after cleanup of all old/legacy code :)
