Cannot add host cloud manually #3438

Expected behavior

Ralph should allow to add cloud host manually.

Actual behavior

it's not possible to add cloud host manually.

I think this has already been discussed in the past. Cloud hosts are ephemeral and should be added to and removed from Ralph automatically via API. If somebody wants to treat Open Stack instances as VMs, then I guess it would make sense to add them to Ralph as VMs.

It would be pretty hard to do since the general idea behind cloud instances is that they are managed automatically. Virtual machines are to be used in manual scenarios.

So why showing "Add" operations?

The button should be removed but I think it makes sense to file a separate issue for this to avoid confusions in the future.
