Require usernames to match the required format #26

Here's the format:

It's the same username conventions that are the same at allegro.cc

alphanum, -, `,_,., and~` characters
no leading or trailing whitespace
unique (obviously)
generates a unique handle (may not be dependent on unique name)
minimum length of 2
max length of 24
