scroll wheel in main appearance panel sometimes affects controls rather than scrolling

Description

Scroll Wheel Clarity: When using mouse wheel to scroll through side bar, if wheel is hovering over an input field the scroll action changes the value of that field.

Expected Behavior

Scrolling should only change value of field when an input is selected
