GH 404 redirect fails when the page actually doesn't exist #392

Description

When opening pages that don't exist, the GitHub 404 page ends up in an endless loop that continually extends the URL.

You end up with URLs that look like this:

https://allen-cell-animated.github.io/timelapse-colorizer/pr-preview/does-not-exist/?/&/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/~and~/

Page should stop or only attempt to do the redirect once.
