can't parse some letters in a feed encoded as iso8859-1

this issue is reported before. now it is reopened
What steps will reproduce the problem?
1. parse rss http://www.elpais.com/rss/feed.html?feedId=17076
2. for the item with title "Accidentados los técnicos de Britney", é isn't 
parse correctly

What is the expected output? What do you see instead?
