Track grad norm new black formatting #383

This is only for reviewing #382 without modifying the current main, but assuming we want to update black to 23.3.0

Thank you @jordis-ai2 for the help! I have updated the code in the original branch. I also added black.yaml and fix the pytest.yaml! Will merge the original PR 382 and close this one for now.
