The ml (Query Suggestor) package code is largely unmaintained, and the feature not used much. The code is not very readable making it hard to maintain. It won't build against the latest BlackLab (noted in issue: https://github.com/allenai/ike/issues/215), which prevents us from switching to the new BlackLab version. We need to clean up this code if the feature is proving to be useful.
