Bxgrps to spngrps in bibs

PR for allenai/scholar#36645 to use box_groups_to_span_groups in bib detector model and updates bib predictor mmda model to take in SpanGroups rather than annotating boxgroups to get spangroups Also updates grobid augmenter parser to use the tool as well
