29578 Set isLoading to true #42

Description

This covers the isLoading subtask of https://github.com/allenai/scholar/issues/29578

Changes in this PR:

Default isLoading context variable to true. This variable is later set to false in the PDF load handlers in DocumentWrapper.

Testing Plan

Ran all unit tests
Checked that PDF still loads as expected
