S3 download failes for ud_ontonotes! #471

There is an error when trying to download the ud_ontonotes.tar.gz file from s3 bucket. 

fatal error: An error occurred (403) when calling the HeadObject operation: Forbidden

Hey, unfortunately ontonotes is not publicly available, so we can't make the bucket containing it public.
