What steps will reproduce the problem?
1. If there's a job containing algorithms in the tag, if you're a user that has 
both algorithms and signal processing as interests, it won't match it to you.

Should it? Maybe only if there isn't a better match? Or maybe always, just 
lower priority (this sounds better)
