(Matched) tag uniformity -- all lowercase, no spaces #44

When matching for tags, CS 162, cS 162, cs162, Cs162 should all be identical. 
This will help collapse together those cases where EE 130 and EE130 both show 
up as different entries in autocompleted fields.
