Add CI #54

Adds some continuous integration to this repo. Would be nice to clean things up a bit. This also makes porting to ROS 2 a lot easier (and the delta more manageable).

With Green CI, I'm going to merge this change. After nobody has confirmed that their robot is dead due to my recklessness, I'm going to do another release for Kinetic, Lunar, and Melodic.
