Convert the existing assist data collection to a CLI

This now exists with the tools:

$ home-assistant-datasets assist collect --model_output_dir=/tmp/o --models=assistant
$ home-assistant-datasets assist eval --model_output_dir=/tmp/o --output_type=csv
