Support global override of prototype template #50

Add a prototypeTemplate huron config field for overriding the HTML webpack plugin template property, allowing a global override of the document boilerplate used to generate prototype files.

Currently blocked by https://github.com/alleyinteractive/huron/pull/90, I'll get that merged in asap
