Description

Do some repo updates and maintenance

Update minimum PHP version to 8.2
Switch to Alley's reusable GitHub Actions for linting and testing
Align Composer manifest with Alley standards
Sort Composer packages, use version numbers without v, and run composer-normalize

Many of these changes help align this repo with the standards defined by our templates for PHP libraries and WordPress plugins.

Use Case

The experience of contributing this repo should be as similar as possible as contributing to Alley's other open-source repos.
