This adds a stub of a disease page with no data. Links from the gene page disease table now point to this page. I also did a small bit of unrelated work in here trying to standardize our page titles a bit.

Good idea. Certainly wouldn't hurt. I've added that in.

Btw, you might have to merge the PR yourself, cuz my Merge button is greyed out =P (not really a problem, as I don't think I need it).
