KANBAN-364 Update PyYAML version. #148

The PyYAML==6.0.1 change is the only "required" one. But this pipeline will unfortunately still fail until RGD fixes the 6.0.0 human phenotype JSON files.

I don't believe there are any other breaking changes with the Neo4j upgrade but it can't be tested without the JSON fix.

@mluypaert Side note -- waiting for fixed 6.0.0 human files before this passes the PR tests, just in case you were curious.
