chore: angular 13 update #31

Description of the Change

update angular to v13 and resolve any breaking changes
rename scripts to reflect that ivy is the default
remove any direct view engine references (some ve-related deprecations are still present)
update browserslists, tsconfigs to match the current platforms (nodejs, browsers)
adjust jenkins to reflect view engine removal
adapt docs to reflect changes in scripts
use ivy partial compilation mode for libraries
resolve circular imports

Breaking Changes

ie11 no longer supported -> auto-resolved by update schematics
tslint no longer supported -> migrate tslint from angular cli to explicit scripts
more changes due to updates and deprecations
