Argparser default help option handled incorrectly #90

It's set up as a StopOption, but parse_impl specifically checks for it after the bailout would happen. ^f for haltOnValue and for help_option_ in parse_impl.

The result is you can never see the full help.

Not exactly sure what this is about, but it might be fixed with #115
