Updated to (hopefully!) resolve issues with the latest CS2 update. Thanks to zer0.k for helping and having a working metamod build!

Removed const from all hkey accessors
Added inlines for GetString and GetWString
Removed Const from FindKey, GetFirstSubKey, FindLastSubKey, GetNextKey, GetFirstTrueSubKey, GetNextTrueSubKey, GetFirstValue, Element, and GetNextValue.
Added const to RecursiveSaveToFile
Moved Internal_Get[W]String to protected in CKeyValues_Data

Marking as ready for review for now, despite the ongoing issues.

Currently a discussion in the discord on how to proceed with some template changes to some of the tier1 collection classes.
