Tier0 got updated for windows and linux, again. I spotted a few new functions, so I added them in for windows. As for linux, the threadinterlockednatives are no longer exported, so we're going to have to define those.
I'm able to get a build of sourcemod & metamod with this, all platforms all targets, however I did not try to run all of them.
