Integration with *starname #42

Had a productive call with @antoineherzog of IOV Starname today. I think that *starname can be a great ID solution for Dither. This would resolve #9 in an on-chain way and make possible to resolve #25

Update from IOV. They have been developing on an older version of Tendermint Core. This latest 24 hour security update for Tendermint Core made them realize they need to update required packages on a faster cadence. They're investigating switching from their custom blockchain to building on top of the Cosmos SDK framework, which will help them stay updated.
