Deorbit AP doesn't work when the target is a vessel

I'm trying to use the "land" function from orbit. I'm using the one in the "orbital autopilots" of course. I target the craft that I want to land next to, click "land", and click "start", and TCA gives the error "Target should be a vessel or waypoint". But my target is a vessel.
