HTTPS Everywhere: Disable Observatorium and First run tabs #31

HTTPS-Everywhere has a first run dialog asking about the SSL observatory.

Disable by default, maybe add a enable setting (i.e. the option to still show the first-run dialog)

Seems to be just extensions.https_everywhere.toolbar_hint_shown, which opens two tabs when the toolbar hint is closed.
