What is the purpose of the change

Removes retries for worker and reputer nonces. This is to simplify and lessen operations.

Testing and Verifying

This change is already covered by existing unit and integration tests.

This branch will not be merged for now as part of the initial workload intended, needs rethinking.

We'll keep retries as they're used by reputers for this reason.
