What is the purpose of the change

Fix nonce mgmt so the height of worker request actually id's the synchronous actor flow (worker->reputer->rewards)
Add many queries for greater transparency into system state and dynamics
Add fuzzer for invariant testing (largely does not affect binary)
Simplify inference edge case handling by introducing topic initial regret attribute
Fix rounding error affecting delegator rewards
