The Council is an important part of CK3; we should decide how the council fits into #1. Here is my proposal:

The emperor is free to select any holy man as synkellos, and they also become the successor to the Patriarch of Constantinople. Otherwise, they play no role in the Political System (for now)

Domestikos of the Scholai

Train Commanders (makes existing commanders and topoteretes better, rather than finding new ones, since Commanders are only selected from members of the Army Institution)
Increase Control (frontier provinces and those which have been raided or recently been disrupted by an uprising should have low Control)
Role Details:
The domestikos must be selected from one of the military officers of the provinces or one of the topoteretes. The Army institution will also have a favoured candidate and if that candidate is not chosen, they will be greatly displeased with the emperor. The domestikos, once appointed, gets control of the scholai and is always the senior commander of the army and faction leader. If an emperor removes a domestikos with high Legitimacy, it will always result in a military coup attempt. Domestikoi, as senior military leaders, tend to gain both Popularity and Legitimacy through battlefield success very quickly, and often command the respect of the rest of the army. I'll write up how military coups should work at a later date. It should be noted that the domestikos ton scholon plays no role in administration.
(After 960, the office of domestikos ton scholon was split into two different offices, with east and west commands. Rather than worrying about who held primacy, if this occurs the new Marshal position becomes Megas Domestikos, and the two new domestikoi of the schools assume junior roles). -- This is flavour only, feel free to ignore for now.

They automatically become a senator and are initially very loyal to the emperor, but their loyalty decays over time and during a coup, their support matters a great deal since they were often responsible for the emperor's correspondence and personal security. They will feature in palace coup events, and in matters of the succession. More to follow.
