[DEX-890] Add Taskfile, update CI, pre-commit and release workflow

Code changes

This adds:

• A task file
• lint check in the CI
• test run with the coverage in the CI
• pre-commits checks
• Github workflow files for the new release workflow

This removes the old docker files as not needed/functionnal

Notes

• The code is currently not compliant with the linter introduced in this PR. A new PR will have to be opened to make the code compliant
• The tests will also need to be fixed
