create free or reduced lunch as a subgroup
replace percent with percent_total_enrollment for subgroups in
tidy_enr
duplicates 92fd45cb4dc293e090351ec74b044a4aee4dac73 and caa616730e1310ae27acdbf1efaeb31e4e2fd77f from #137; i am not totally sure if this is a problem when merging?
