geo functions don't always work #158

fetch_enr(2019, tidy = T) %>%
enrich_school_latlong

abington, branch brook, nla, barringer steam, ecc-n, and nia do not have lat/lngs. of those schools only abington and ecc-n have addresses. abington and ecc-n addresses are mismatched to the geocoded lookup (209 abington avenue vs 209 abington ave; 228 ridge street vs 228 ridge st)
