This is mainly an issue when a peer initially starts NDNOverWIfid, which requires that each peer register the registration prefix.

So maybe we can move it elsewhere, after the IP is defined.

Fixed in spring cleaning commit - moved registering the registration prefix inside of the Broadcaster code, after a connection is initiated (ensuring the IP exists).
