update to tests and minor possible bug fix #61

unittests had an issue due to the new PE update just made by @vittorioorlandi (weird that this didn't show up locally and only showed up on travis....), and change to ensure no divide by zero error on the PE change, and possible bug in MICE removed, and some random settings file that made it up got removed.
