My fixes to make ips 1.1 based on clips 6.30 run on

Python 32bit and 64bit for Windows, and possibly Python 32 bit for Linux (no more error when handling big integers, i.e. bigger than sys.maxint)
You can ignore the change in the setup.py and instead add a hint to the documentation
