wishlist: allow for tcp-only transport #2

A tcp-only mode is mandatory, for mobile devices and tor proxy.

At this moment we think we know how to implement this. It is one of the first things we want to do.

Update. TCP will be implemented after main groupchat features. Our priorities are shifted a little bit.
