what if a peer does not broadcast to all other peers but is relayed? I don't know whether your designs does one or the other topology. But if it is relayed and all relays block him, and someone else wants to hear him, then he can't override it, can he?
An operator's "ruling" should be only a recommendation which other clients follwo by default, using their local possiblities like /ignore, but the user should always be able to override these locally a) for all operators' recommendations, b) for all recommendations by a given operator c) cerain rules for certain users. so if a user was taken voice, I can give him voice on my local environment, by issuing /v + $user or something like that
