Ecommerce settings is not setted to ON stage on first time #659

Issue summary:
Provide a brief summary of the issue you're experiencing.
Ecommerce setting in Google analytics is setting in the ON-ed stage if the user 
clicks it "ON" for the first time.
Steps to reproduce issue:
1.Log into the Google analytics.
2.Create a new account in "Admin" tab.
3.Navigate to the "View settings" and move to the "Ecommerce settings".
4.Change the "Enable Ecommerce" status to ON and submit it.
5.Move to "View settings" and go back to the "Ecommerce settings",you will find 
that status as OFF.

Expected output:
What do you expect to see after performing the above steps?
It should be in the ON status.

Actual results:
What do you actually see after performing the above steps?
It is showing in the OFF-ed status.
