Add close button/icon to 'Flag new cookie' in options

What steps will reproduce the problem?
1. Go to options
2. Click 'Flag new cookie'

What is the expected output? What do you see instead?
If I decide not to enter anything, I would like to be able to cancel and close 
the popup.

Please provide any additional information below.

After step 2, you can click on "Back to list" on the top of the popup.

Oh, I misunderstood. I thought you meant the "Flag Cookie" button on the popup.
I will fix when i can.
