"submit changes cookie" button is uncomfortable located for a netbook #35

What steps will reproduce the problem?
1. take a netbook
2. open this cookie plugin
3. and button "submit changes cookie" is just don't push because it's below the 
netbook screen

I suggest to move the button on the top
